DOVER, Del. (AP) Democratic Gov. John Carney is proposing to increase Delaware's operating budget by almost 4 percent next fiscal year, boosting spending to more than $4.6 billion. Ground is Broken on New Fisher Hill Elementary School in Orange, Mass.

Several shovelfuls of dirt on Oct. 15 got construction of the new Fisher Hill Elementary School under way in Orange, Mass.
