Louisiana officials say there is small progress being made in getting a new bridge over the Mississippi River in Baton Rouge. The Capital Area Road and Bridge District (CARBD), a seven-member panel, met Sept. 28 to get an update from the Louisiana Department of Transportation and Development (DOTD) on what first steps have been taken and about the potential economic impact of a new bridge....
